Meet Bill Spence...

I’m Bill Spence, a retired U.S. Navy Lieutenant Commander and a third-generation Arizona native, born and raised in the East Valley. I have two grown children, a son and a daughter, who both attended Gilbert schools, and a dog named Tahoe. 


In 2020, I was appointed to fill a nine-month vacancy on the Gilbert Town Council and had the opportunity to work with residents and local leaders on issues important to our town. During that time, I learned how municipal government functions and how, at times, it does not function well.


Following my time in office, I began advocating for the residents of Gilbert and their demand for transparency. I have stood alongside you on important issues such as improving public safety, holding developers accountable, and protecting our pocketbooks from being frivolously impacted by poor government policy.


For the past year, I have been fighting the unreasonable increases in our utility rates. I have discovered several issues within the town that have contributed to our excessive utility costs. However, it soon became clear that nothing will change unless the residents of Gilbert have a stronger voice within the town, a voice with the knowledge, experience, and perseverance to bring the truth to light.


I am running to return to office so I can be a voice for the residents of Gilbert whose calls for fiscal transparency and accountability have gone ignored.

U.S. Navy Veteran

I proudly served 24 years in the United States Navy as a Lieutenant Commander and Nuclear Engineering Officer, serving on seven submarines and two aircraft carriers.


Throughout my career, I held demanding technical and operational leadership roles where safety, precision, and accountability were everyday necessities. I deployed numerous times around the world in direct support of military campaigns, including Operation Iraqi Freedom, Operation Enduring Freedom, and the war in Afghanistan.


In 2012, I was formally recognized for my service by the Town of Gilbert as part of Operation Welcome Home, which marked the beginning of much of my volunteer work on behalf of Veterans. I am especially proud to have helped create the Town of Gilbert Veterans Advisory Board, an effort that ultimately led to Gilbert being designated the ceremonial hometown of the USS ARIZONA (SSN 803) submarine.

Fighting for Financial Relief for Residents

Gilbert water and utility bills are out of control! Sadly, the current council has no desire to change course. Multiple rate increases and additional taxes have imposed an excessive and unreasonable financial burden on the residents of Gilbert. 


These problems are the result of flawed financial policies and poor direction from the Town Council. I have been fighting these issues on behalf of residents for over a year and have uncovered the truth about what actually happened. 


THERE ARE SOLUTIONS! However, they will require the current town leadership to acknowledge that mistakes were made and I don't think that will happen during an election year. 


I will continue to push for relief from these outrageous bills while still supporting our town's financial obligations and mandated statewide water conservation efforts.
